The issues we still avoid
Our operating principle
We cooperate, collaborate and create social impact through business resilience — as our approach. That principle becomes action through SME protection, our expert network, and the connector role we play — including the Paris Resilience Summit.
Business, institutions, and government working in the same direction — shared standards, shared intelligence, and coordinated crisis-readiness.
Experts, SMEs, and partners building solutions together — not siloed advice, but joint practice that travels across borders and sectors.
Resilience that protects livelihoods and communities — because when SMEs survive disruption, the wider economy and society hold.
What GCBR does
The Global Council for Business Resilience is the connective tissue of crisis-readiness — safeguarding smaller enterprises, activating a trusted expert network, and linking business with institutions and government so resilience scales beyond any single organisation.
We put smaller businesses first — open assessments, full Academy access, crisis toolkits, and a clear path to a GCBR certificate.
02A vetted community of resilience specialists — so organisations can find the right expertise when preparation, response, or recovery cannot wait.
03GCBR bridges business, institutions, and government — turning isolated effort into shared intelligence, coordinated standards, and action that travels across borders.

Resilient Leader certifies the person who is accountable across business, team, cyber, and self — most questions. Organisation BASIC / ADVANCED / MATURE certify the company at rising depth. Leader and BASIC are free; ADVANCED and MATURE free through 31 Dec 2026.
You are responsible for yourself, your team, your organisation’s business resilience, and cybersecurity. That is why this path includes the full set of assessments.
What it means: Certifies the individual leader. Scope covers personal leadership, the business you lead, team resilience, and cyber readiness — the broadest instrument set.
Assessments: Business (30) · Leader (7) · Team (7) · Cyber (15) · plus Composite Index
Gates: Leader ≥70% · Business ≥65% · Team ≥60% · Cyber ≥60% · Index ≥65% · dTTX Pass
Open Resilient Leader →Foundational resilience for smaller organisations (typically 1–49 people). Focuses on the company’s business and team — not the individual Leader instrument.
What it means: Certifies the organisation at foundation level. Evidence is Business + Team only. No Leader assessment, no Cyber gate, no composite Index.
Assessments: Business (core 30) · Team (7)
Gates: Business ≥70% · Team ≥70% · category floor ≥55% · dTTX Pass
Open Organisation — BASIC →Deeper organisational continuity for mid-sized companies. Adds cybersecurity to Business and Team. One organisation pathway in progress at a time.
What it means: Certifies the organisation at ADVANCED level. Evidence is Business + Team + Cyber. Governance extension questions will deepen Business later (not gating yet).
Assessments: Business (core 30) · Team (7) · Cyber (15)
Gates: Business ≥75% · Team ≥75% · Cyber ≥70% · category floor ≥60% · dTTX Pass
Open Organisation — ADVANCED →Highest organisation level — embedded capability for larger enterprises. Same instrument set as ADVANCED with stricter gates.
What it means: Certifies the organisation at MATURE level. Evidence is Business + Team + Cyber at the highest bars. Governance extension staged for later activation.
Assessments: Business (core 30) · Team (7) · Cyber (15)
Gates: Business ≥80% · Team ≥80% · Cyber ≥75% · category floor ≥65% · dTTX Pass
